An old cartoon, mostly 90's or 2000's

So here is a sci-fi cartoon I remember.
The main character is cartoonish and has Plastic Man style power, which seem out of place with "realistic" looking characters (not live action, but mostly 90's comic book art) that consisted of a female and another character.
I remember one episode where the dog--or a psionic disguised as one--mind-controlled everyone but the cartoonish character who talked him down and freed everyone.
It was broadcasting when I was a kid and saw two episodes but only recalled one.
Anyone know this cartoon?

Nah, he wasn't blue, mostly human looking but cartoony.
Basically doofenschmitz but younger and orange-red hair, plus yellow jumpsuit.
Like cartoony character in mostly-realistic sci-fi characters (One had a rather large ponytail).
