Pretty much this. We don't know what's inside, but Redcloak would probably just not give a damn if it fell in and Xykonx phylactery was destroyed.

It could, for the bad guys. Xykon would not risk being utterly destroyed for his phylactery, as it is not vital for him unless he gets destroyed, too. He would unleash his fury on Redcloak and hobgoblins, brutally. That also harms only the bad guys.
There must be some sense of order - personal, political or dramatic - and if no one else is going to bring it to this world, I will.

It's also entirely within the realm of possibility that the Snarl could have reached through the phylactery and destroyed Xykon's soul.
Not even the Directors knew what would have happened had the thing fallen down into the Rift.Forum Wisdom
