Speak Command Word, Activate Magic Item, what???

I was looking at magic items, in this particular instance, the Boots of Big Stepping. It says you can speak a command word to activate them when worn.

Speaking is a free action. But activating a magic item other than a potion or oil is a standard action. If it's just a command word, and you're already wearing the boots, all you have to do is speak.

What kind of action is it??? The listing reads standard, so it is what it is. But really I'm just looking for the justification of this.

Standard. While speaking normally is a free action, activating a command word magic item is a standard action unless the item says otherwise.

Think of it as having to focus well enough to pronounce the word EXACTLY. If you don't do it properly, the boots don't work.
