This creature looks like a panther, with blue-black fur, six legs, and a pair of tentacles sprout from its shoulders that end in horny-ridged pads. It does not look emaciated the way most normal displacer beasts do, and has a proportionally larger head with an extra pair of eyes.
After they revolted against the Unseelie court, displacer beasts were mercilessly hunted throughout the Fey Wild to the point that they eventually went extinct on that plane. Most of the survivors migrated to the prime material plane, where they lost most of their more typical fey characteristics. On the other hand, some migrated into the Far Realms: these tumult-nourished displacer beasts lost fewer of their fey characteristics but also picked up some new characteristics from their new home.
Tumult-nourished displacer beasts speak Common, Sylvian, Feline, and Deep Speech.

Displacer beasts tear at opponents with their tentacles and bite foes that get close.
Displacement (Su): A light-bending glamor continually surrounds a displacer beast, making it difficult to surmise the creature’s true location. Any melee or ranged attack directed at it has a 50% miss chance unless the attacker can locate the beast by some means other than sight. A true seeing effect allows the user to see the beast’s position, but see invisibility has no effect.
Enchanted Sight (Su): The tumult-nourished displacer beast’s second pair of eyes grant it the continuous benefits of See Invisibility and Arcane Sight as per the spells.
Iron Vulnerability (Ex): The mere touch of iron (including steel) object deals 1 point of damage per round to the tumult-nourished displacer beast. A hit with an iron or steel weapon deals an additional +1d6 points of damage. If they gain DR, it can protect it from this damage as normal.
Resistance to Ranged Attacks (Su): A displacer beast has a +2 resistance bonus on saves against any ranged magical attack that specifically targets it (except for ranged touch attacks).
Skills: A displacer beast has a +8 racial bonus on Climb, Hide, and Move Silently checks. A tumult-nourished displacer beast can always choose to take 10 on Climb checks, even if rushed or threatened. Tumult-nourished displacer beast use either their Strength or Dexterity modifier for Climb checks, whichever is higher. The displacer beast retains its Dexterity bonus to Armor Class (if any) while climbing, and opponents get no special bonus to their attacks against it. It cannot, however, use the run action while climbing.
Spider Climb (Su): You treat overhangs and ceilings as if they were vertical walls of equivalent roughness and treat perfectly smooth, flat, vertical surfaces and overhangs/ceilings the way other creatures treat overhangs/ceilings.
Lesser Vernal Touch (Su): To receive a vernal touch is like being kissed by springtime itself, full of life and promise. At will, as a standard action, the tumult-nourished displacer beast can touch a creature with a vernal touch. This touch removes dazed, nauseated, fatigued, and exhausted conditions from living creatures. The tumult-nourished displacer beast can use this ability a number of times per day equal to 1 + Charisma modifier (minimum 1).
Weight Focus [Feline]: This feat can be found here.

Did I get the CR correct? Is there any point giving this an LA? Or is it just to powerful and set it as "LA: —"?

I'd say the CR is a bit high. I'd probably put it at CR 6. The climbing is not that much of an advantage because it doesn't have ranged attacks.

Spider Climb is already a thing. I'd say just give it the standard version.

For LA, I'd say +4. That puts it 2 ECL above a standard Displacer Beast, in exchange for better stats and a few extra abilities and 2 racial HD, which is fair enough.
