M&M 3e level up question

This is kind of a weird question but I was looking at Your CYOA and one of the choices is you becoming one of your target characters. One of the upgrades allows you to go up 3 levels in that character. I've got a M&M 3e character and was wondering if you would see this as going from a PL10 to a PL13 or staying at PL10 but having the points of a PL13.

Just a thought experiment and wanted to hear what people might think. Thanks!

Both, I'd say--you get 45 points, which by the rules of the game bumps you up three power levels.
