Default Reign vs SWN/WWN for Political Faction play

I'm about to start a political/courtly intrigue heavy campaign with some mates, and I'm having issues deciding which faction system to use for the power players (noble houses, mercenary bands, guilds, etc).

I heard a lot about both games' faction systems, but never directly compared, so i was curious about the people's opinion who tried running both. And even if you have experience and would recommend something else entirely.

    I've heard of REIGN, but what's SWN/WWN?

Stars Without Number/Worlds Without Number. It's been a while since I've looked at the WWN book, but it has a lot of great system neutral stuff for GMs and running sandbox games.
