is there's any universe where (Badass) Normals that did eat people sharing the world with any Superpowered Beings?
cuz there's nothing can prevent any Cannibal to be a Badass Normal, at least theoritically

Either "all cannibals are supers" trope struck tropers as "people sit in chairs"
For the uninitiated, the "all cannibals are supers" trope is where in any setting with superpowers, people that do eat people are exclusively superhuman/supernatural, regardless of the moral spectrum

A Song of Ice and Fire has plain old fashion cannibalism from people, exactly one of whom I'd consider badass. Though probably not in the way you're thinking, since he's too fat to sit a horse and his warring days are basically over.
There is also forced cannibalism from starvation in the north now that winters on the setting and most the larders were emptied during the various wars.
And there are superbeings that can talk to trees, control fire, see vague glimpses of the future, and so on. Though if you're looking for a 100% divergence between cannibalism and magic power, this might not fit if Jojenpaste theory is correct.

Digger (the comic) has this. There are a tribe that follows cannibalistic funerary rituals and a powerful shadow creature, as well as literal gods, sharing the same setting.

It is quite specific though...
Also The Elder Scrolls. The dominant religion of the Wood Elves includes ritual cannibalism and since they are exceptional at stealth archery they are pretty good at being badass. Plus you can barely flip a rock without 3-4 potent supernatural entities scuttling for cover.

Skyrim also has cannibalistic Daedra cultists. I wouldn't wouldn't call them badass, however (the Skyrim writers really had a talent for creating unlikeable people).

The Hyborian Age of Conan contains cannibal societies. In accordance with Robert E. Howard's various prejudices they conform to certain aspects of 'badass,' though they're less so than certain other 'savage' societies including Conan's own Cimmerians. The Hyborian Age, in its various incarnations, includes a variety of superbeings such as wizards, remnants of ancient races, undead, and a menagerie of other creatures.

Aren’t most humans of the Warhammer 40k universe technically cannibals? They eat corpse starch after all. And there are a lot of badass humans in 40k and super beings en masse.

Those who eat the flesh of others humans, generally referred to simply as 'Eaters', become much stronger, faster and tougher than normal people. Though they have been considered in some undefined metaphysical way to have damned themselves by doing this

The Eaters don't qualify as badass normals though, because they are Mages. Eating the flesh of others is a way to absorb magical energy, making it a shortcut on the path to magical mastery (which otherwise appears to take decades minimum in the First Law universe). It's fairly clear that not just any cannibal can become an Eater, but that they have to possess whatever sort of innate talent it takes to become a mage first.

I have read one Conan story where cannibalism did grant superpowers, mind you. Eating a person under the light of the full moon was, according to the beliefs of one cannibal tribe, the same as eating the moon, which granted the tribesmen temporary invulnerability.
