Highest SR relative to CR

The roper has SR 30, which is 18 higher than its CR of 12. Other than the Mercane in the ELH, this is the highest SR relative to CR I know of. Is there a higher one in a non-epic product?

Edit: for clarity, I'm not looking for combos that can grant high SR, just creatures which come with SR as standard.

The highest non-infinite Spell Resistance definitely belongs to anything with the epic version of the Pseudonatural Creature template: scaling SR equal to Hit Dice x5. Hard to beat that after a few HD; stick it on anything with inflated RHD for the CR, and there you go. Also, a shout out to Monster of Legend from the MM2; which can pick an ability that is basically infinite Spell Turning, which is effectively infinite SR like a golem, except it reflects back on the caster.

• Pseudodragon - SR 19, CR 1
• Iron Cobra - SR 19, CR 2

There are quite a few at CR+15 to CR+17, but CR+18 or higher seems to be rare.

Juggernaut are CR 11 SR 36

If templates are acceptable, then highest non-Epic examples is, probably Spellwarped Colossal Monstrous Crab (Stormwrack) CR 15, SR 59; 59-15=44
Also, Shadow Simulacrum halves creature's CR (and HD); Petitioners are all CR 1 (and HD 2 or less), but may keep their original SR (if Ex, and not depends on HD number)

If non-associated classes for NPC are in use - then, say, Mind Flayer Barbarian 8 would have CR 12 and SR 33; 33-12=21
