Can everyone who's still intending to play please chime in again -- some haven't responded for a while in this thread, so I'm not clear right now if we have enough players. I was going to play here since initially I got a decent amount of interest, but if we're down to 3-4 players, then I'm not sure I can pull more interest from this board, and I'd rather move back to discord to try to pick up some additional players from the Palladium discord.

You're not wrong... but I need at least 5-6 to get going, so if I can't scoop that up here, I'll have to go back to the Palladium discord. PbP has too high of an attrition rate to start with only 4 -- you can assume one of those at least will immediately stop posting, necessitating a new round of recruitment.

I'm interested, just haven't been checking OOts lately and went through about 7 different character ideas yesterday landing on two. I have the day off today so let's see what happens. I don't think I've read anything in South America, so both characters from outside of it.

Rifted from North America as a teenager along with Mercenary Group, not really aware of South American situation.
Adventuring to help generate goodwill for mercs settling down, also to figure out more information.
Wounded at a similar young age and received a cybernetic eye and never learned any kind of magic.

I'm gonna bow out. You might want to keep an eye out, OP, for the Vajra spells someone selected out of Mystic China. They're basically Talismans which are even more prone to abuse, with a bunch of ambiguous language which includes the PPE cost and casting time of the spells. There's a pretty decent argument that someone can either know the spells to create them or the mudra to use them, but not both without changing classes.

I'm going to have to say that is only true if the Game Master wants that to be a power of Mystic Study, which, in my opinion, it was never meant to. The very, very loose interpretation you are using to justify this is from a rule mainly meant to expand the limited HU2 spell list (of Invocation type spells) to incorporate other, more robust Invocation type spell lists from other games, IMO.

Also PFRPG has a rule for exploding dice from races with a 2d6 when generating stats does Rifts have that rule?

Will give you a point there. The GM should give the Go/No go on that.
I also had to be more clear: He can learn all invocations spells as long as somebody teaches him or gets a scroll with it (or gains a level). The any spell would be for non invocation that he studies.
Still will counter it by saying the feature would be moth if:
You didn't have the table of catastrophic failure. That simple table, that can give you your price, a slap on the wrist or a complete failure(plot hook).
You need to have armor. Be on a ley line to have more PPE to cast mystic portal(defend yourself), have friends with you or just say go to hell and ley line shift out of there.
Again, GM has the final word.
