Intentionally Being Hit
If a situation were to arise where a character would like to be hit by a creature, can they choose to allow a creature to hit them?

If you know they're there, yes. Your cleric buddy casting heal on you doesn't even have to make a touch attack to hit you, after all; it's automatic. If you don't know they're there, you can't choose to submit to the attack, so they'd have to make an attack against your flat-footed AC.

That depends on what "being hit" means. You can choose not to dodge, and ignore your DEX modifier. You can lower your shield, and not use your shield bonus. You can drop prone for a -4 penalty to your AC. But if you are in plate armor, and the attack is not good enough to penetrate the armor, I'm not sure you can choose to ignore that.
[For a touch attack, you can also ignore the armor, of course.]

You could try using the rules for inanimate objects while standing completely still
