A) When will the priority be determined? At end of day, for the upcoming night? Or at the end of the night?
B) Question A already assumes posting at night is allowed, but I don't think it was stated anywhere, so... Is Night talking allowed?

Huh. This is interesting. Why would you assume that a watcher power needs to be activated *after* the thing you want to watch happened, rather than *before*?

To me it would make sense that you can start watching at your position, and what happens afterwards you will have seen.

That could also make sense, was more thinking the priority order in that watching before the action was taken means nothing is seen. While watching after the action means it is seen taking place. Hmm.
