    - Kitty Goods:
Racial HD stacks with Artificer or Psionic Artificer for Infusions and Crafting reserve

    - Feline Transformation:
At will, as a standard action, a Ralteki can transform into a house cat. This effect is similar to the spell polymorph. In cat form, the Ralteki becomes size Tiny.
A Ralteki can transform from a cat back to her humanoid form as a full-round action. She must wait 1 hour to turn back into a cat after reverting to her humanoid form.
A Ralteki's equipment usually transforms to become part of her cat body. She loses the benefits of any weapons, shields, armor, or robes she wears or carries. Items that require a physical apparatus to function, such as a ring or a pair of boots, shift to adopt a form suitable to a cat, such as a collar or anklet and continue to provide their benefits. A Ralteki's cat form is unable to speak or use her paws to manipulate fine objects. She cannot cast spells with a verbal or somatic component, use scrolls, or otherwise activate magic items. While in cat form, a Ralteki gains the scent ability.

What’s the lore of this race? The combination of abilities seems pretty random.

Dragon and Giant are listed as if they were subtypes, but those aren’t subtypes. Dragonblood is a subtype.

D12 hit dice are incorrect for the Monstrous Humanoid type. All good saves is also incorrect for the Monstrous Humanoid type. The skill points are wrong too.

It’s highly irregular for a DC to scale with half an ability score modifier. Standard is to just add the ability score modifier.

A level adjustment of +4 is punishingly high. I think next to no one would try playing a race with such a high LA.

If you drop the breath weapon down to something comparable to a Dragonborn, change the fire immunity to fire resistance 5, reduce the ability score bonuses, and lower the natural armor, you should be able to fit this into LA +1 easily. I’d also remove the racial hit dice, and let characters be defined more by their class choice. Maybe model the feline transformation ability on the one given by the Tibbit race.

If this isn’t based on some preexisting thing, I’d go with fox instead of cat. Then the association with fire would seem more natural.

    Edit: Maybe something like this.

    Spoiler: Spitballing
    Show
    Type: Fey (Shapeshifter)
    Speed: 30 feet
    Special Attack: Breath weapon
Special Qualities: Alternate Form, Fire Resistance 5, Low-Light Vision, Scent
    Abilities: +2 Dex, +2 Int, +2 Cha, -2 Con
    Level Adjustment: +1

Proficiencies: Proficient with simple weapons. Not proficient with any armor or shields.

Alternate Form (Su): Can turn into fox.

Breath Weapon (Su): Cone of fire with a length of 5 feet per hit die. Deals 1d8 fire damage, plus additional 1d for every 3 hit dice. Reflex save for half damage with DC = 10 + ½ hit dice + Con modifier. After using, must wait 1d4 rounds before using again.

    Skills: +2 Listen, Search, Spot

    ACF Brainstorming:
Druid: Wild Shape restricted to fox forms. Don’t gain Plant Wild Shape. Elemental Wild Shape restricted to fire elementals. Can turn into fox-themed magical beasts. Gain Thousand Faces earlier. Add Enchantment and Illusion spells to Druid list.
Druid: Can only select fox-themed Animal Companion. Add new fox-themed animals and magical beasts to list of options.
Shugenja: Do not pick favored element or opposed element. Can’t pick more than ¼ spells know from any one school.
Shugenja: Don’t pick from normal Orders. Choose from list of new Orders with focuses on Enchantment, Illusion, Plants, or Animals.
Sorcerer: Use Shugenja spell list instead of Sorcerer spell list. Do not choose order or favored element.
Sorcerer: Can’t learn spells that deal Acid/Cold/Electricity/Sonic damage. Can learn spells from Druid list.
Sorcerer: Don’t gain familiar. Fire spells ignore fire resistance, deal half damage to fire-immune creatures.
Warlock: Don’t gain Eldritch Blast. Breath weapon no longer has cooldown. Can apply Eldritch Essence and Blast Shape invocations to breath weapon.
Wizard: Lose Familiar. Gain spell mastery for all Enchantment and Illusion spells you know.
Wu Jen: Lose watchful spirit and bonus feat. Don’t need spellbook, as Eidetic Wizard.
Wu Jen: Don’t gain Spell Secrets or Elemental Mastery. Don’t need to select Taboos, even at 1st level. Gain bonus feat from Wizard list at levels divisible by 5.

    Need new fox-themed monsters.

It is just a Tiddit with half dragon and half ogre templates. Slapped it up based on the lore of a friend.
I just put it here because he shy.

And it it Kitty not Fox.
    Hence "Kitty goods" and artificer.

If they had an ACF it would be for Artificer/Psionic Artificer.

In that case, I’m pretty sure the type should be Dragon (augmented Giant, augmented humanoid, shapeshifter).

And the breath weapon save DC is based on the full Con modifier. “Half-dragon’s Con modifier” means the Con modifier of the half dragon, not that Con modifier is halved.
