Well just conisder the stat bonuses of a balor if it was a race:

+24 Str, +14 Dex, +20 Con, +14 Int, +14 Wis, +16 Cha

This alone would probably be considered worth more than +12 LA, especially by some LA happy D&D designers.

I'm going to say not all that high; maybe 5 or 6 at most. The RHD are already making the character start in epic with non-epic classes, so why exacerbate the problem?

Yes, but they're outsider racial HD, with the skills of a rogue, the BAB of a fighter, and the saves of a monk. Not all RHD are created equal.
