That response is incorrect.
The beasts in PHB do not get you past Tier 1 (and will likely get all of the local druid NPCs mad at you) but if you go to the Free Basic Rules you get up to things like Adult dragons, which can take you into Tier 3.
And, if you do the free Basic Rules and the Free SRD, you have enough varieties of Demons and higher CR stuff, and ancient dragons to get into Tier 4.

Tier 1 D&D is still D&D, so it is correct. You can play the game with just the PHB.

You can also play the game with just Basic, but we don't yet know when the new version will be released.
