Assuming she was a plain ol' green hag, she'd need enough to cast baleful polymorph - which would be 9 levels in either druid or wizard, or 10 levels in sorcerer.
A hag covey gets polymorph - but that spell only works on willing targets.
Then, of course, there's the whole "plot takes precedence over rules" thing with the comic. Which is a good thing, in my opinion - too many people try to analyze the comics from a rules perspective.John Ling
