City Construction Compendium
I'm going to post a list of books that I have found to be quite beneficial to the construction of "The Ultimate City", each giving more and more tips to make a city/town/metropolis/etc more alive and full of detail.
In my opinion however, even these are not sufficient to quench my obsession over knowing more about a single neighborhood than I do about the actual neighborhood I live in, and I hope anyone who has a Link, their own City Construction advice, or yet another book that I may have left out will feel free to contribute with their own post.

Cityscape seems like it would belong on your list of books.

Re: City Construction Compendium
The Epic Level Handbook had some real interesting details on the planar meteropolises.
Also, the various Races of X books detail the way those races live, and give you an idea to what their 'cities' are like.
Finally, the Stronghold Builder's Guidebook (3.0) doesn't have city details per-se, but it does give you the tools to construct a specific building in or near a city. It gives you an idea of how feasible that super-magic castle or the floating wizard's tower actually are, for example. My Work:

Re: City Construction Compendium
Though not exclusively city-oriented, S. John Ross' Medieval Demographics article deserves a link. It's one of my favourite demographic references.
