Can I empower Dispel Magic?
If I have to roll 1d20 + caster level, can I empower the Dispel Magic to have 1d20x1.5 + caster level?

No.
You cannot empower a static bonus.
Dispel calls for a Caster Level check, it does not deal "1d20+1/CL Dispel damage" or some such.
You also can't Empower your Concentration check.My Work:

Furthermore, a caster level check is not an effect of the spell itself. It is a check that is a part of the spell, but it is not an effect.
Which is why it doesn't work for Reincarnate.

I like making Spell Penetration apply its bonus to all caster level checks, rather than just those made to overcome spell resistance, which unfortunately makes it one of the single best feats for spellcasters to take. I find it profoundly backwards that it's easier to increase your actual caster level than it is to increase your caster level checks for non-SR. Not that caster level checks are terribly common or anything.
