If a spell can be accessed by Clerics as a domain spell (such as Fly in the travel domain), can other divine casters like Paladins and Druids cast that spell from a wand or scroll without penalty?

Nope, the spell must be on the classes spell list for them to use a wand/scroll of it without penalty.
