GURPS, probably.

Have you ever heard of Mazes and Minotaurs? It's pretty much perfect for what you want: http://mazesandminotaurs.free.fr/revised.html contains everything you need to play it.

Iron Heroes is a go-to system for low-magic, especially in terms of there being few magic items.
I also second Mazes and Minotaurs, though it does have magic.

My immediate first thought was Agon. Each player plays a greek hero of mythic proportion and as the game progresses you try to out-do each other in earning more glory. You do so by killing enemies, successfully completing tasks, etc. while there is magic, it's not for the players. It's solely in the realm of plot devices.
Burning Wheel is another one. Combat is fairly realistic there. It also has a decent social combat system in place too. But the problem is that it's not as main stream as the other ones and it might take a little harder to learn.Last edited by elliott20; 2008-06-15 at 11:34 PM.
