Figuring out WBL
I've never understood WBL. There is a table regarding it in the DMG, but it has three columns and it isn't clear which is the wealth for a character starting at that level. I've become further confused in that I've heard correct WBL for certain levels as numbers which don't appear at all in the chart.
So...how does one read that chart?

The "odd numbers" you're referring to are 13.3x the average reward for an encounter of that level, +your WBL for the level previous. The difference between that and WBL is how much you are expected to use in terms of disposable items.

The last column, 'Treasure per Character', being the WBL before reduction from consumables?
What would that reduction be?
