Lots of good choices (as always) but I think I'm gonna cast my vote for the lowfolk. I love the flavor of the creature.
The Spirit of Dullness would get a close second vote, if they existed.

The votes so far surprise me - I have a tough time choosing between Busker, Quiet, and Smokey Floater.

I think I'm going to go ahead and vote for my own critter, The Lowfolk.

This is the first time I've had a chance to get in on looking at a contest before voting ended. It was a pleasure to read all the entries.
My vote goes to Weirded Way.
If I may be so bold, I'd like to comment on the other entries:
The Spirit of Dullness thoroughly conveys the apathy that can affect urban areas. Unfortunately, it was missing its skills and feats sections. Even if they don't have any, leaving such things out looks like a mistake. Otherwise, it was really well done.
Smokey Floaters were well done, but they aren't necessarily urban specific. Furthermore, they didn't exactly follow the format.
Lowfolk were very good. Again they conveyed the feel of city urban blight. Format was a little off. For a 6 HD monster, making them CR 7 is asking for trouble. I see too many fey with so many special abilities that they are overshadowed by them. It's a bias that I have admittedly, but this isn't the only fey with that issue.
Buskers were also very well done. I have a special fondness for dark carnivals. Unfortunately, they aren't simply confined to urban areas. They could be at country fairs or traveling circuses...
The Black mask was very interesting. I loved the backstory. The problem I had was giving immortality to a 20 HD monster. That should be reserved for epic creatures of 21 HD or more. Otherwise, this would have gotten my vote.
Quiet was good but the feat Improved Grapple has a prerequisite and that wasn't listed. Minor typo on stat block on AC but that's forgivable. This is a solid monster with fitting abilities.
Spontaneous combustion was unfinished. I kept having the feeling that it should have been an elemental rather than an undead creature. Still, it has potential so don't give up on it.
Weirded way was a nifty idea. I didn't see any statblock errors. It's shortcut and tourist trap abilities certainly make it memorable. It is perfectly suited to an urban environment.
Sialla Danda were interesting. They have a racial bonus to Knowledge (local) but it doesn't say how much. I'm guessing it's only the +2 synergy bonus but it was never spelled out. Again, the number of special abilities should be balanced against HD. Again, it's my own personal bias but I notice that it happens more with fey creatures than with any other type.
Urban Oasis made me chuckle—just don't let anyone named Eric near it. My only question: does it have slam attacks or tendril attacks?

I wanted to comment on some stuff here but I'm spoilering it so that folks that haven't yet voted don't have their votes prejudiced.

Not sure where my formatting was messed up. I used the same format as the SRD as far as I know. Regarding the CR, that's fair enough. I assume though that you think Nymphs are also too high a CR? I purposefully pegged the power of the lowfolk to pretty close to that of a nymph, since they meant to be their urban counterparts.
