Have you tried looking at d20 Modern and d20 Apocalypse, a companion to d20 Modern?

I'd submit a request in the Request Homebrew Thread, or start drawing ideas if you want to make if yourself.

Normally, I'd offer, but Modern games aren't my forte, and I'm currently juggling work between 2 campaign settings.
