Lookout Tower with a small basement underneath that could be used as an emergency bomb shelter / storm cellar? Or is that too much?

A mixture of too much and impractical, I think. You need your cellar to be under the main camp, otherwise it'll be annoying to get as many people as possible into.

Well, I was thinking to combine 6 & 7 anyway.

And there would of course be a cellar under the watch tower, in case of attack. But it'd be a small one for the people in the watchtower to possibly survive.

I really recommend against a cellar for Mainframe, too. I find it unrealistic that anyone currently has the skill or time to adequately build/set-him-up, IC, and it goes against the whole new-beginnings in rural thing we've got going on.

Also, keep in mind, nothing is stopping someone else building the third choice. Probably underground things would be best built by...... someone else more used to building boring underground, not extravagant, storage/bunkers.
