[3.5] Scroll Save DC

I was looking at a collection of scrolls one of the characters got and I realized I could not find the section of the book that had the save DC for something being cast from a scroll. Presumably it's 10+spell level+?, but what Int score (creator, caster, minimum allowed) does it use, and do the creators or user's feats apply (or neither?)

"Minimum" and "not generally" (although there is a feat or two that changes that).
