Default [3e]Breath weapons and other line effects

I just want a quick confirmation that I am handling line effects right.
    What I do is:
    1) Determine the area of the effect, and the chars effected
    2) The first char gets the normal reflex saving throw
    3) the next chars get a +2 on the saving throw due to the rules for cover.

    D 1 2 3 4

    Let's say D is our dragon, and 1, 2, 3 and 4 are the players. Let's say the DC is 16. So, #1 needs to get his 16, #2 an 14, #3 a 12 and #4 a 10.

Is this correct? Or should all need to roll against the initial DC (16 in the example above).

Soft cover (which is the sort provided by characters) is no use for reflex saves. So everybody saves at the original DC 16.

I am not crazy! I prefer "reality impaired".

    Correct. Cited Rules text:
