Well, let's see. I play my already-OP 5/3 for 3 on turn 3. On turn 4, I then tap the creature with X=3 to give the ability "Whenever you control a permanent named "Cursed Scholar", you win the game" to itself. For three rounds. Not that it needs it.
If it has to be an ability that actually exists, I'll just give whatever the highest value Annihilator (I think it's Annihilator 6) to another creature, swing it, and force my opponent to sacrifice 6 permanents. Fair and balanced.

It's entirely overpowered. 5/3 hexproof for 3 is already incredibly good.
The abilities are weird, starting with the cost. If you have an X cost, usually X is the value for the ability as well. Like Jorm said, it's crazy being able to add or remove abilities. It's still pun-pun levels of crazy. There's a huge list of keywords, any number of which your card can add or remove essentially at will.

There's a lot of skipping around on who gets what and when in these threads. You can usually guilt someone into writing one for you by doing one up for them first. That's how it usually goes for me. Otherwise it could just be that people are still reading through your sig and posts to get a feel for how to do your writeup.

Hm. Okay, so maybe drop the second ability (adding an ability, which I meant as like Keyword abilities in the first place), and change the second ability to say Tapped and 5 mana (4 any, 1 blue) and a duration of one round? That means you get an effective debuffing card (if I'm looking at this right) that's super squishy.

1) Blue tends to have small creatures to begin with. A 5/3 for {3} with extra abilities would be excessive in pretty much every color other than (maybe) Green. It also tends to have creatures that have a higher Toughness than their Power.
2) Even if you restricted it to evergreen keywords, add/remove keywords is stupidly strong. Like Pun-Pun-equivalent levels. It's cray-cray.
3) It's an overpowered Blue card without Jace in the title - that simply won't do .

T, sacrifice a creature, sacrifice The Waterwheel: reveal a card from your library, it it is an artifact, play it without paying its mana cost, otherwise send it to the graveyard, do this until you have played as many cards as the sacrificed creature's converted mana cost.
Artifacts played this way come into play tapped and gain the following properties:
This card does not untap during the untap phase
Pay 2 life: untap this card

Doesn't the -10 ability result in an infinite loop? You gain life, which triggers the emblem, which makes you gain life, triggering the emblem...
