They're orcs, not goblins. Goblins have darker green skin, ears, and yellow eyes.
Congratulations, you can link to TV Tropes. This does not mean you have special insight into the storytelling process, much less the author's mind. Stories don't need to fit into neat boxes, you know.

Prediction: The next strip will be just as unrevealing as this one! Then all the pent up exposition Elan had to hold in will come bursting out.
Possibly in a larger-than-usual strip.
Also, quick, Elan! Pick up the turtle and throw it! Its shell might not be red or blue, but you'll still trip up the other racers!
