Honest question: which position would be better for him? If you want all the stuff that Godskook mentioned, you have to put him somewhere.

Jungle or support are the best places for Gragas. Personally I think Jungle works better, as it mostly assures that he can get the tank items he needs, and Gragas has really good ganks again.
