I believe it is made as a way to figure out how to count people like Durkon/Greg, or Gontor/Exarch (+ a few other CotS people), what here is an appearance and the rule is just universal for vampires for simplicity, even if it’s pretty useless for most of them.

I also think it's for consistency with the "a character's corpse counts as an appearance" rule, since that technically is the remains of Unnamed Lizardfolk Shaman.

TBH, I've never agreed with it, but it's not a big deal.

Well you've got the right answer but it is almost as if you have forgotten what a big reveal it was when we (or the Order for that matter) found out that the vampire and the soul trapped inside were distinct individuals. I think it is in respect of that distinction more than anything else.
