Elliot's apology is a bit much. I don't know if that's supposed to be his character, or if Shive has semi-forgotten that the conversation he is referencing is only a day or so ago and Elliot would have had little chance to tell Ashley about it.

Well, I think the point is that he never intended to tell her (or, at least, strongly considered never telling her), and that's what he's apologizing for. It's not just a "I haven't had the chance" scenario.
