Best Level 3 Builds

I would probably vote hexblade. They are great at level 3. But there are a lot of good options depending on what you want to play. Here are my favorite subclasses at low levels. I haven't read through all of Tasha's yet, so there might be more subclasses there I would take.

Artificer - Armorer? Artillerist (Diplomancer has a good point below)
Barbarian - Zealot or Totem
Bard - Valor
Cleric - Light, Peace, Twilight (really any)
Druid - Moon (as mentioned)
Fighter - Echo knight
Paladin - Vengeance or Conquest
Ranger - Gloom Stalker
Rogue - Arcane Trickster
Sorcerer - either Tasha's subclass
Warlock - Hexblade
Wizard - Abjuration, Divination, Evocation
