Most of it's done automatically by Argus – otherwise half the city would be employed to watch footage of the other half – but sometimes it's necessary or desirable for an actual human to take a look, that's what these stations are for. Oh, and to double check samples of the conclusions made by the System, to ensure Argus is working as intended."
