Exactly, and my first bet would be Hinjo. Scrying on the leader of the Guard who makes the decisions is an easier way of keeping track of what the Guard is up to than following around, say, Lien or one(/all) of those paladins who were out of town when the city fell.

And then, what? As described, surely a Cloistered person is invisible to scrying -that is, anything they say is just static or silence (ditto visual).

I don't think that was ever established.
