Sorry for the confusion. Nah, not here, doesn't seem to have been mentioned that I saw. I read Zemo's statement as a blatant lie, given his actions in Civil War. Lots of folks seem to view it as a truthful statement. See e.g. "Zemo pinpoints Steve as the only person to be good after taking the serum." and the comments under.
