I wanted to include this one and make it three, but it doesn't have the exact words "budget cuts." (Also, I was looking at the Crayons of Time story for this line, which is why I missed it.)

So I guess there's one more if I worded the question to be exact wording.

I take it this would count.

Find a single panel with two kings.

Notes:
- only current kings. Not future kings or past kings
- not cards, or chess , or other games
- Roy was never really a king
- Hinjo, and Shojo before him, is a Lord, not a king. For this question, at least. No arguments.

I am going to go with panel 4, Tarquin and the dead king specifically - Tarquin confirms in panel 5 that he lost a kingdom so presumedly kept it as a kingdom for his brief reign.
