I'm pretty sure there is a feat or spell that allows a Dragon to keep it's physical ability scores when it is in an alternate form, but I'm really struggling to find it.

Called something like Strength of the True Form?

Never mind, found it, Strength of the True Form (DoE p.15). Didn't think to look in an Eberron book.
