Michalson does lead Hana to the basket lifts. He's quite aware of the attention she's likely to draw but there's no time or options to change her clothing. He does his best to keep out of sight and pick less busy pathways, but while he has the well-bred instinct of a Sigil slum dweller, he's unfamiliar with Skyside.

Collaring is down to personal preference, and some have other ways of being kept. Being that she's unarmed and scantily-clad in Michalson's company, most assume he's got another hold on her, or that she's too scared to try running. In poorer areas, Michalson's going to attract more attention, from possible muggers. They can get to the edge of the city and the lifts easily enough, and from there through the slums of Groundtown.

Oh, good. Hana's nervousness at being caught out as an escaped slave can easily be masked as fear of punishment from Michalson if she acts out. She barely has to try.

Of course, her cover would be blown immediately if they actually were mugged, or a Guild enforcer or someone with a similar stake in her recapture turned up, but as it is, she'll meekly make her way to the basket lifts with Michalson. If there's any more small talk to be had, now would be the time.

Relatedly, Hazel takes this time to cool down, getting her bearings back together before they get on the lift. She doesn't want to still be in a state that might convince Sandels to put her in a rum bottle when they meet up again.
