Does Distant Spell only modify the range that you can grant advantage at, not the range you can impose pseudo-disadvantage at?

Casting Time: 1 reaction, which you take when a creature you can see within 60 feet of yourself succeeds on an attack roll, an ability check, or a saving throw
Range: 60 feet
You can only take that reaction if someone succeeds on a roll within 60 ft., and that restriction is a part of the Casting Time entry, not the Range entry. Even if Distant Spell increases the range of the spell, you can only cast it in the first place if someone activates that trigger, no?
