Will be trying a mapless approach for this one.
Approximate ranges between areas are given. Those within a given area are all within movement range of one another unless they seek a specific position somewhere using greater movement speed. Characters may engage other characters in the same area in melee unless unable for some reason, entering threat range using their movement.

Enemies taking cover will lose cover when engaged in melee by a creature, or by a threatening spell such as Create Bonfire or Flaming Sphere smoking them out.

A ship without a manned navigation and/or propulsion is unable to move effectively. Siege attacks and spells used against a stationary ship hit/fail Dex saves automatically. Characters manning navigation can wield weapons or cast spells with one hand without leaving their position unmanned.

We'll feel out more as we go.

Naval Battle

A shelter of soft twilight falls over the Black Manta, beginning to shroud the crew in protections. A few moments too late to defend against the dire spells of their foes - but in time to shore up their defenses in the wake.

Raising his focus, Turvy points out onto the deck of Ilvara's ship. A spark crackles to life, then erupts, engulfing Elara and her elites in a wave of orange flame. The enchanted material of her ship proves resilient to spreading flame, but sear the crew nicely. A burnt arachnid corpse is hurled off into the water by the blast, Asha falls under the wave of fire, and the wizard lying near-death somewhere on the deck is scorched dead. Only those on the edges of the ship or above in the nest go unscathed.

Utilizing small, magical zip wires, four drow females leap off of their ships and launch themselves at the enemies'. Two each land among the crew on the crowded Manta and the orcish ship. Turvy, Derendil, Elara and Faedryl find themselves menaced by the leaping boarders, forced to stand from cover to guard themselves.
Picking out Turvy as a prime threat, the two crossbowmen on Ilvara's ship take aim and fire upon him. Luckily for him, a single gnome amidst the crowded deck proves too difficult a target to hit.

Those manning the harpoons fire, Faedryl's target remaining among the flames long enough to get his shot off and suffering burnt legs as a consequence. One sticky harpoon attaches to the Manta, and two to the pirate ship - the latter two precariously binding it to a sinking vessel. With his free hand, the sailor at Ilvara's helm takes a prayer shot into the mix of the Manta's deck, but fails to hit anything.

Elara uses Twilight Sanctuary. She reaches everyone on board the Black Manta, both above and belowdeck, for now.
Turvy casts Fireball, for 27 fire damage. He hits Ilvara (save), Shoor (save), Jorlan (fail), Asha (fail, dying), Venomancer A&B (save, save), Hexer A&B (save, save), Giant Spider E (fail, dying) and the dying Drow Wizard who is now dead (dead).

Drow Sailors E and F fire their Sticky Harpoons at the pirate ship, attaching to it. It could be capsized and dragged down with them if not cut free.
