It may be up to DM, because, in general, Templates aren't Races - but, for example, Races of Faerūn, in the "Chapter 9: Minor Races", includes such Templates as Lycanthropes, Shades, and a Tainted Ones (the latter two aren't even inherited Templates!)

Also, some Templates give bonuses(/penalties) with the "racial" type; thus, even if the whole Template wouldn't be considered a Race - those bonuses may be removed specifically
