That moon has to be a plot point. Eve is weaker when the moons small, isn't she?

Maybe it's something a la Dragon Ball Z? Eve turns into a giant ape wolf when the moon is full, so Piccolo Ben will have to blow it up!

I'm not sure how well that would work. Seems you'd have to homebrew new charms for most of the system. Perhaps something like Hero system would work better.

PerhapsMutants and Masterminds? Seems like it might work pretty well for this type of thing, in my mind...
