Well... Possibly. But what would be the point? To die gloriously one day later?What if the Strelok chooses to disguise him/herself as the commander? Will s/he always be scried as commander, or what?
Keep in mind that while this might be an effective tactic, it's also pretty dangerous one, so I feel player choosing it shouldn't be further penalized.
