Need help making a class for D20 Apocalypse

I'm a big fan of both D20 Apocalypse and Judge Dredd, and the latter features a storyline called "Judgement Day", wherein the city is besieged by an "alien superfiend" called Sabbat the Necromagus. This character is, as far as I know, a human being with immense psychic powers- and these powers essentially mimic D&D-style Necromancy.

So I was wondering ,would it be possible to base a Class (Core or Prestige, I'm not fussy about which) on this "Psionic Necromancer", or Necromagus? If you agree, could you please suggest how?
