I kind of need to know this for my campaign. However I know that Asmodeus is the lord of the ninth and Dispater is the lord of the second. oh and one question. which demon lord/queen or whatever has the "Asmodeus is my daddy." template?

That would be Glasya. Asmodeus used and disposed of the Hag Countess, previous Lord of the Sixth in a spectacular fashion to give her that domain.

If you're using 4e, the whole hierarchy of everywhere is so screwed up with Asmodeus taking over as a Greater deity that it wouldn't even matter if there are still other archdevils, and he pretty much gave all the demons everywhere the boot somehow, which I find rather silly. However, if you're not going with that...

Demogorgon, Prince of Demons rules the 88th layer of the Abyss, called the Brine Flats.
Graz'zt, the Dark Prince rules three different layers (it's not saying).
Jubilex, the Faceless Lord rules the Slime Pit.
Orcus, Demon Prince of the Undead rules the layer Thanatos.
Yeenoghu, Demon Prince of Gnolls rules a layer that is simply called "Yeenoghu's Realm".

Bel, Lord of the First rules Avernus.
Dispater, Lord of the Second rules the Iron City of Dis.
Mammon, Lord of the Third rules from the city of Minauros.
Belial/Fierna, Lord of the Fourth. Fierna rules Phlegethos, but most devils know her father, Belial is actually pulling the strings.
Levistus, Lord of the Fifth, rules Stygia.
The Hag Countess, Lord of the Sixth rules...whatever the sixth layer is called.
Baalzebul, Lord of the Seventh rules Malidomini.
Mephistopheles, Lord of the Eighth rules Cania.
And Asmodeus, Lord of the Ninth Layer, rules Nessus.
