Can the erudite utilize arcane spellsurge with his powers and/or the spells he has converted to powers?

By RaW I would say only if the wording is such that it does not rely on the "spell" being a spell. Spell to Power is still just that. A spell turned into a psionic power. It makes all the sense in the world to make the conversion obviously but at the end of the day if Arcane Spellsurge only works with spells your powers are not actually spells.

Psionics & Magic aren't that transparent, are they?
Could you use Psionic Endowment to boost the save DCs of your spells? Could you use quicken spell on a power?

This is only the case if the DM is enforcing Psionics are Different. By default,

They do at least count psionic focus as the equivalent of 2 power points of the meta's cost. For every pair of metamagic and metapsionic feats with equal effects in existence, you will find that the cost is also equal if you count expending psionic focus as equal to one spell slot level and each 2 power points as equal to another spell slot level. For example, Quicken Spell costs +4 spell slot levels while Quicken Power costs +6 power points and psionic focus. 1 (psionic focus) + 3 (6PP / 2 conversion factor) = 4.
So, as long as you're not trying to stack multiple meta's on one spell/power and can recover psionic focus as fast as you spend it (Psionic Meditation + only one metapsionic power per round) you're actually getting a discount with metapsionics compared to metamagic.Like 4X (aka Civilization-like) gaming? The feat/prc I linked are pretty solid. It allows for better metamagic abuse than ultimate magus, anyway.
