Hi Playgrounders. My friend is looking for a system where quote: "our actions and personality matter more than stats and dice rolls."

I was hoping maybe you all might have some experience or suggestions. I was thinking maybe exalted?

Exalted is ok.

Paranoia is good as well. In fact, quirky strong character are encouraged in Paranoia. But the game doesn't take itself that seriously.

Hmmm... I'm going to recommend a setting rather than a system here, but try Rokugan (as detailed in either D&D Oriental Adventures or Legend of the Five Rings).

Notable because a courtier can be as effective a PC as a Samurai or a Shugerja (Rokugan spellcaster).
