Harpoons
Would the Harpoon in Frostburn be balanced as a two handed martial weapon instead of a one handed exotic, or would I also have to reduce the range increment?

You could always house rule it to be martial for character's with a certain amount of ranks in Profession: Whaler.
Other than that, I'm not sure.
