Press Advantage + Skirmish?
White Raven's Press Advantage stance allows the initiator to make two 5' steps each turn. Should this count as movement for the purposes of the Scout's Skirmish ability?

Actually, the Scout's Skirmish feature reads "This movement must be part of a move action."

I don't think it does Fax.
You just have to move 10 feet by yourself (so no mounted skirmish).

That is exactly what I paraphrased (including the errata).
However, it does not say anything about move actions.
And a 5-foot step is also a move.

it still doesn't say that you have to move the distance yourself as long as you are 10 feet away from where you started your turn you can add the extra damage as long as you aren't mounted

Couple this with the errata that specifically clarifies that moving on a mount does not qualify and I think it is pretty clear who has to do the moving.

I'm actually the DM of my group, and I was really more concerned about it being potentially unbalancing. It's a level 10 Gestalt game, if it matters.
