However for other options we could go with this where Nale states that Xykon is a fool (might be to on the nose to count as an implication), or this where it is implied that sorcerers are dim and as such indirectly that Xykon is (might be to far removed to count as an implication).

I thought of Start of Darkness p. 39 second panel first, but that doesn't count for this thread. Next I thought of #501, but you want kings other than Hinjo, and there's no panel with two other kings.

I wanted to include this one and make it three, but it doesn't have the exact words "budget cuts." (Also, I was looking at the Crayons of Time story for this line, which is why I missed it.)

I am going to go with panel 4, Tarquin and the dead king specifically - Tarquin confirms in panel 5 that he lost a kingdom so presumedly kept it as a kingdom for his brief reign.

Find me someone spelling out a word over connected* speech bubbles.

*for the purpose of this question a connected speech bubble would be as follows Durkon panel 1 has two connected speech bubbles rather then a one single speech bubble ('Thanks.' being the first part and 'Commune!' being the second)
