HD and short rest

I can't find the ability but I had thought there was an ability to regain at least half your HD while taking a shirt rest.

Are you perhaps thinking of the baseline rule for LONG rests?

Long Rest
... At the end of a long rest, a character regains all lost hit points. The character also regains spent Hit Dice, up to a number of dice equal to half of the character's total number of them. You regain at least 1 Hit Die when you finish a long rest.

For example, if a character has eight Hit Dice, he or she can regain four spent Hit Dice upon finishing a long rest.

You may be thinking of Durable, it sets the minimum amount of healing to twice your con mod.

Periapt of Wound Closure doubles the amount healed. The Verdan, which is a race from the Acq Inc book allow you to reroll a 1 or 2 and take the second roll

I don't remember anything that specifically guarantees half.
